 GORAS Pariwar’s Green-Economy Program

GORAS-Consortium of GOW-Federation (GORAS Pariwar) with collaborating

Academic Institutions from Kurukshetra & nearby places in NCR-Delhi,

focuses on setting up sustainable models of Green-Economy Clusters in NCR-

Delhi by following a plan of action based on the following principles.

1. Strongly advocates “going back to villages” as a step forward in reviving

the Rural Economy, and sustainable development models of yester years

while blending modern technologies with conventional technologies and

reviving Natural Farming as a way forward.

2. For achieving Ecological balance and safely passing on mother earth to

the next generations, the need of the hour is to develop Indigenous

technologies and create wealth from agricultural and other waste.

3. Technological advances in every field will be blended with ICT

(Information and Communication Technologies) as leverage and a force

multiplier for all the TWELVE identified sectors, taking the whole of the

Project area to the next level.

4. Sustainable Developmental Goals cannot be achieved by not reforming

our Education system. The current outcome-based models (materialistic

approach) need to be replaced with a Value-based Education model

starting from Primary education through University education bringing

back human engineering and social engineering as was practiced in

Nalanda and Taxashila Universities. The ills of the current Education

models are a reflection of SDG-17 goals and the World order creating

problems galore to be witnessed day in and day out. One-third of the

world is starving without food, education, shelter, health, and nutrition.

5. a) The need of the hour is to discourage trades, industries, and

agricultural practices that are detrimental to depleting and deteriorating

Earth resources, which while creating pollutants that are hazardous and

detrimental to human habitats, become a threat to the annihilation of the

human race altogether.

b) Use of clean green energy sources, renewable energy generation using

solar, wind, tidal, ethanol-based Biofuels & the Bull-energy should be the

way forward, which is economical, nature friendly, and allow the

Ecological system of mother Earth to flourish.

Indigenous Cow-based natural farming methods, if blended with

modern technologies, will lead to total integration; automation of the

entire supply chain mechanism gives tangible benefits to all stakeholders,

while pilferage, delays, storage, and losses can be eliminated and new

revenue models will emerge.

MODUS OPERANDI:

1. Developing Green-Economic Zones at Village level.

Green-Economy (GOW-centric sustainable rural economy) & its FIVE verticals

are as under :

i) Green Skills (providing Vocational Training to rural Children starting

from KG to PG based on an orientation to the Traditional Indian

Knowledge Systems recommended in the New Education Policy,

NEP-2020)

ii) Green Health-care (AYUSH Vigyan Kendras at Block-level for

implementing YAGYA Abhiyan in selected Villages under Pilot

Study & then in all constituent Villages after its successful

implementation in Pilot villages; Promoting Agri-Tourism & Medical

Tourism in rural clusters through Model Panchakul Centres &

providing AYUSH Visas to attract patients from G7 nations, EU

member States, Quad nations, South East Asia, Middle East Asia etc.)

iii) Green Agro-Industries (promoting Agro-Medicinal MSMEs at

Gram Panchayat level, to provide at least 200 Jobs / Self-employment

generation in each Village based on the Traditional Artisans that were

existing until recent past)

iv) Green Pastures (Rural Economic Zones) .. elaborate description

available in various presentations & initiatives of Allon Savory

Institute in millions of hectares of desertifying grasslands in FIVE

continents (most informational video being the TED talk by Allon

Savory on ‘Greening the Grasslands’)

v) Green Energy (Besides promoting all other Renewable energy

sources like Solar / Wind / Gobar gas etc., Bull-energy will be

optimally utilized to achieve zero-dependency on fossil-fuels in the

course of 5 years, by advocating the bull-powered Tractors both for

tilling and drafting, Bull-powered Green Hydrogen Production

systems (for the upcoming Green Hydrogen Fuel Cells Technology),

which is going to revolutionize the entire Automobile Industry and

thereby fetch Carbon Credits for those farmers rearing bullocks.

2. Setting up AVKs at Block level (AYUSH Vigyan Kendras).

This is to complement the extension activities of the existing KVKs (Krishi

Vigyan Kendras) at District Level. This will help in providing Clean food

and best quality Herbal material (for preparing potent AYUSH medicines) to

all villagers in the Block, thereby reducing the expenditure on the Healthcare

management by almost 70 % to 80 %, which will in turn help in upgrading

AYUSH system to Main Stream Medicine from the present status of being a

Complementary & Alternative Medicine.

BACKGROUND:

Bharat is a nation of vast diversity with nearly seven lakh villages in which

more than two-thirds of our people live and work. The productivity,

creativity and sustainability of our rural people are vital elements in our

national life. Our traditional health care technologies and decentralized

production methods have sustained the whole of Indian sub-continent

through long ages. The basic needs of society such as food, shelter, clothing,

health care and community bonding are being fulfilled, down the ages of

history, through the well-designed traditional commune system. And our

traditional concepts like Ayurveda, Yoga, Cow-centric rural economy etc,

are still relevant and sustainable in an era in which the environment and

national life are seriously threatened by global warming, adverse climate

change, ozone depletion, imbalanced biodiversity, ever-growing economic

disparity and various health hazards resulting from the uncontrolled

industrialization. The founding Rishis of this great civilization had a

transcendental vision of ‘Vasudhaiva Kutumbaka’ and with an ethos of

‘Gow-Gram Sanskruti’. Pandit Deendayal Upadhyay has rightly pointed in

this direction and said ‘The fundamental characteristic of Bharatiya culture is

that it looks upon life as an integrated whole’. In order to evolve a culture

that promotes humane and compassionate view of all life, with long term

concern and care for environmental harmony and for an inclusive

development that has at its centre Cow-centric economy, agriculture and

green industry, a basic understanding of the underlying inter-relatedness of

various aspects of ‘Go-Gram Sanskruti’ is required. And the proposed

monograph on the role of Indigenous Cow and its panchagavya seeks to

contribute to this understanding by the combination of an up-to-date data on

the epistemological and ethical research, developed in our traditional

knowledge systems, with the scientific and technical research methodologies

developed in modern sciences.

A pilot project has already been initiated by NITKKR under its Local

Community Outreach Program in 25 Villages from four different Blocks of

Kurukshetra District. This cluster will be gradually expanded to 108 villages

to be eventually connected to the River-side villages (of adjoining District in

Yamuna Belt) in a course of 6-8 months. All Panchakul Resource Centres

from these cluster-villages will be linked to a common AVK that will cater

to the Healthcare needs of all the above 108 villages. Besides this, the AVK

will also attract patients from foreign countries, as mentioned above in the

Green Healthcare sub-heading, owing to its cost-effective healthcare services

and an all-inclusive Holistic Systems Management (HolSyM).

Once a model (self-sustaining) AVK is setup to cater to the health care needs

of an entire cluster of 108 villages (an approximate number of villages in one

Development Block) and its successful functioning for atleast 3 Quarters in a

year, we shall provide Consultancy to the State Govt and the Central Govt as

well to replicate such model AVKs at a Block level in each District. These

AVKs will eventually be expanded to cover all Development Blocks in the

proposed Project area in a course of 3-4 years.

3. Involving more HEIs in the ongoing UBA (Unnat Bharat Abhiyan)

program to cover all villages in the State.

This will provide necessary institutional network to expedite the

implementation of schemes of various Ministries of both Central & State

Governments … also helps in the convergence of the Schemes of various

Ministries to achieve the desired targets of creating sustainable models in

selected cluster-villages at the Block-level.

As NITKKR is the Regional Coordinating Institute (RCI) in the ongoing

Unnat Bharat Abhiyan (flagship program of Ministry of Education – GoI) to

involve all Higher Education Institutions to take up a Cluster each and strive

for its overall growth and prosperity through the Service activities of the

UBA cell of respective HEI comprising of the Faculty and Students of

various Departments of the Participating Institution. Based on our experience

of past 4 years as an RCI monitoring almost 102 HEIs (or Participating

Institutes), NITKKR is now trying to involve more number of Institutions in

this program to eventually cover all 7000+ villages in Haryana State and thus

play an active role in the overall progress of the region.

Same strategy will be applied in NCR-Delhi to motivate and involve more

number of HEIs to take up Integrated cluster development program and

thereby raise the present number to at least four-fold during each academic

year starting from 2022-23 so as to cover every village in all 32 Districts of

NCR-Delhi by the end of 2025-26.

Some important points for consideration in the implementation of various

schemes (for the convergence of Schemes of 12 different Ministries of GoI

besides other concerned Schemes of the State Government) pertaining to

indigenous Cow-rearing and Cow-based Natural Farming and setting up of

Cow-based Cottage Industries or MSMEs are as under :

Govt. of India Animal Husbandry Department had announced in 2015,

scheme on GAUSHALAS, GOW-SADANS, PINJARAPOLES, PASTURE

LAND AND FODDER DEVELOPMENT.

This is a very a very comprehensive exhaustive document covers all aspects

connected cows in India. No mechanism has been put in place for

Implementation of the schemes conceived .  

1. AHD should consider issuing a handbook of guidelines for various

climate zones to suit local area conditions on the following suggested

topics covering the for various unit sizes of cow holdings.

a. Housing

b. Feed- pastures, cultivated Green Fodder, Hydroponics Fodder viable

alternatives -(A few years ago Shri Ayappan had declared in a seminar

on Hydroponics Fodder, Govt. policy to allocate Rs 100 Cr towards

development of Hydroponics Fodder as alternative emergency  green

fodder resource. This scheme needs to be taken up seriously.)

c. Health Care of all Cows. – State Veterinary Departments should be

responsible for health care of all cows in their districts.

d. Technical aspects of designs of Housings, Cow Hostels, Biogas

Plants, Organic Fertilizer, Panchgavya Production.

e. Infrastructure i.e. land, Power & Water requirements

f. Trained manpower for cow care requirements

g. Production, Safety & Quality Control aspects of all products

h. Technically trained manpower for Maintenance of the facilities such

as Marketing / Utilization of the various products i.e. Milk,

Biogasplants, Organic Fertilizers, Panchagavya Products.

2. The above Cow care facilities on above topics should be tentatively

considered to suit;

a. Household units say up to five cows

b. Cow Hostels in Cluster areas to accommodate up to 100 Cows ( As

suggested by our PM Modi ji)

c. Self sustainable Cow care Shelters to look after Stray/Abandoned /

Unproductive Cows. & male calves. Vedic term is अबंधनीय पशु in

blocks of 1000 heads or more..

d. Release of cows in Cow sanctuaries. (as suggested by PM Modi ji).

3.      Current policy of State Govt.s of providing cash grant for each cow

as help in running private Gosadans should be discontinued and

substituted with diverting Govt. subsidies provided for – Non

conventional alternative energy for Biogas produced and Chemical

Fertilizer Subsidies provided for the Organic Fertilizers produced.

"NPK formulas, (nitrogen, phosphorus, potassium) as legislated and

enforced by  US State Departments of Agriculture, mean malnutrition,

attack by insects, bacteria and fungi, weed takeover, crop loss in dry

weather, and general loss of mental acuity in the population, leading to

degenerative metabolic disease and early death.”(Ref. U.S. Dept. of

Agric., Soils and Men, Yearbook of Agriculture 1938)

And where cows are maintained soil is rich and makes people rich to

afford gold earrings. Modern science confirms that cow droppings

recycled in to soil make the soil rich in humus and retains its moisture

thus does not require frequent irrigation.

Cow dung slurry has the following typical fertilizer compositions:     

    N=1.6%; P= 1.4%; K= 1.2%   Dried slurry

    N= 2.5% ; P=1.5%; K= 1.2%  Fresh slurry

Thus COW  not only can save the current  expense of  India’s Rs 90

thousand Crores  Annual Subsidy on Chemical Fertilizers but also save

on irrigation water, provide rich organic food to ensure a healthy

community  thereby saving huge medical expense, and help in preventing

global warming.

Archeology  confirms that most of big deserts of Africa were green fertile

lands but dried up because they did not protect their cows for agriculture.

The green energy and panchgavya Ayurvedic medicines further add to

bounties of cows. Is it any wonder that we treat cow as our mother and do

not approve of cow slaughter at all, because even when a cow is not

giving milk its contribution to the society far outweighs the economic

value of milk produced by it.

GM Food.

 USA has under pressure from private business allowed use of chemical

fertilizers and GM good. GM crops are being allowed in India for which

lack of cow based agriculture has been particularly responsible. This is

also a cause for farmers’ suicides. For inexplicable reasons Indian

Agriculture scientists have been soft pedaling GM foods. Now Niti Ayog

has also endorsed GM Foods for India.

Considering these developments health of Indian masses is bound to

deteriorate further. All AIIMSes and growing. Health ministry allocations

will never be able to cope with needs of providing medical help to all

growling more sick Indians masses.

Is it possible to have a composite dialogue with Vedic scholars and

scientists to comprehensively discuss matters such as significance of

various Yagnas such as daily Agnihotra, Agnishtom, SomYag etc. to

validate their physical and psychological impacts on Environments,

Agriculture outputs, health & productivity of humans & cows in light of

sustainable solutions from various Vedic traditions?

4. Setting up Panchakul-based GORAS clusters in selected Cluster-

villages of each Block & work towards their self-reliance.

The FIVE verticals of ‘Panchakul’ namely TARUKUL, GOKUL,

AROGYAKUL, RISHIKUL & GURUKUL will be complementary to the

AVKs being proposed to be set up in each Block that inturn will bridge the

gap between the District level KVK and the Panchakul Kendra at the level of

Gram-Panchayat. This will cater to the needs of every sector in the village …

pertaining to providing holistic healthcare, vocational training,

entrepreneurship skills, improvising upon the socio-economic conditions etc.

thereby contributing to the all-inclusive growth of the rural areas.

Our plan includes developing the following FIVE components:

1. TARUKUL : As part of Tarukul, we will plant 5 levels of plantations,

which include fodder trees, fruit-bearing trees, medicinal plants, shade

trees, timber producers, fence setters, varied grasses with medicinal

value etc. All the above plantations will be a value addition to the

pasture land for generation to come. This will also enhance oxygen

levels for the surrounding villages which will make huge impact on

the environment. Developing green coverage in and around pasture

land using all productive herbivores such as cows, goats & sheep

helps in greening of waste lands and create more pasture lands for

holistic grazing. This holistic grazing keeps more plants alive, adds

nutrients to the soil and creates soil conditions that hold and use water

instead of letting it evaporate or run off. It is being successfully

implemented by world- renowned environmentalist Allan Savory in

thousands of hectares on five continents. He says the key to restoring

grasslands is to mimic the role once played by vast migrating herds.

This way of the past could also hold the key to the future. Cow-

herds, by their entry into forests or pasture lands were able to not only

feed themselves on the green ground cover, but also with their dung

kept the earth rich with organic fertilizers. Green cover in the pastures,

in addition to providing forage for animals, also has two very

significant functions. This greenery by its root system satirizes and

holds the topsoil firmly and thus protects against soil erosion during

rainy season. Second most important contribution of this green cover

is the bacteria “pseudomonas syringe” that is formed in the decaying

green leaves on the ground. Modern science has established that these

bacteria rise to cloud heights and have a great role in causing rains.

And the whole cycle, in turn helps in the spread of green cover and

extending pasture lands by further waste lands reclamation. A

Miniature model of this green coverage will be established in 30 acres

of the pasture land under the Tarukul component working in

coordination will all concerned departments (forests & environment,

horticulture, agriculture, animal husbandry, irrigation, panchayat raj

etc.) of state government through its flagship programmes of

Horticulture Department, Biodiversity Dept, Animal Husbandry Dept

etc. and these demonstrable models will be extended to nearby cluster-

villages.

2. GOKUL : We shall procure and improve native breeds of cow-

progeny in cluster-villages to rejuvenate the soil health, promote cow-

based traditional farming (Paramparagat Krishi Vikas Yojana – PKVY),

encourage the utilization of cow products in variety of day to day

activities by promoting cow based cottage industries. Milk from cows

(Maintained in a Temple land) can be used for daily prayers of the deity

and for prasadams. As been scientifically proven periodic agnihotras with

Cow ghee will purify and enhance the surrounding areas. Development of

Gocharan lands (common land of gram panchayat for open grazing of all

domestic animals of the village) will have inherent benefits for

strengthening of the village economy. A miniature model of “Gochar”

will be set-up in a selected Pasture land for providing training to the

farmers of surrounding villages. And women entrepreneurs from SHGs

will be trained to promote a desi Dairy industry in the cluster villages.

And each SHG will be eventually developed into an FPO (Farmer

Producer Organization) which are being promoted by the Central

Government on a priority basis to make farmers and farmer organizations

fully self-reliant. Under the new Central Sector Scheme (CSS) of

“Formation and Promotion of 10,000 FPOs”, more than 2200 FPO

Producer Clusters have been allocated to Implementing Agencies (IAs)

during the year 2020-21. But the work didn’t progress at a desired pace in

2021-22 owing to the Corona pandemic. NITKKR, with the support of its

Implementing Agencies like UBA’ participatory Institutions and MTCS

Global Foundation (Consultation wing of GOW-Federation and affiliated

to Arsha Bharati Trust), will initially promote 825 FPOs (one in each

Block) for the collective benefit of improving the economic level of

farmers by working in the field of production & marketing in agriculture

and allied sectors. This Federation (of 825 FPOs under our selected

Cluster Based Business Orgnanizations) will in due course help in

consolidation of small and marginal farmers to strengthen them for their

better income, increase their bargaining capacity and to increase their

connectivity. Eventually, we will be setting up Village level FPOs in due

course of 3-4 years depending upon the response from the local farming

community and try to raise their income by 4-fold within 6-8 Crop cycles.

3. AROGYAKUL : An integrated Holistic Health Center based on

Traditional Healthcare Systems like Yoga, Ayurveda, Govidya, Yagya-

chikitsa etc. shall be established to cater to the Public Health needs of the

nodal village and the nearby cluster villages. This Health Centre

constitutes Yoga- Kendra, Rasashala (Unit for manufacturing Herbo-

mineral Medicines), Rasayana Shala (Centre for Rejuvenation Therapy or

Kaya Kalpa), Vaidyashala (Arogyadham) – to implement the Integrated

module of Traditional Healthcare Systems of Yog-Chikitsa, Ayurved,

Govidya, Yagya-Chikitsa (Agnihotri/ Homa Therapy) utilizing their

synergistic effect for management of various chronic diseases and for

Preventive Healthcare. The Centre of Excellence of YAGYA will take up

Scientific evaluation of the Therapeutic applications of Gagya- chiktisa in

a phased manner. As Gavya Chiktsa (Panchagavya Therapy) is an

important component of this Integrated module, we need to study its

individual efficiency first, before taking up the evaluation of its

synergistic effect in combination with the other modalities of YAGYA-

Chikitsa. For this purpose, residential facilities for 20 patients and their

attendants will be provided under the proposed Centre of Excellence to

undertake multi- centric Clinical trials on Cancer and other chronic

diseases. This basic infrastructure of the Health Centre will be setup in

collaboration with like-minded Institutions after finalizing an intial

agreement / MoU (Memorandum of Understanding) with them for

sharing of responsibilities. Along with these collaborating institutions of

various states, all concerned Departments like AYUSH, Animal

Husbandry, Agriculture, Environment & Forests, Science & Technology

etc. of both State and Central Governments will be participating in this

collective endeavour for community Healthcare in the proposed cluster-

villages surrounding the Nodal UBA Institution.

4. RISHIKUL : A Resource Centre for undertaking Research &

Development activities to address the problems (Primarily Socio-

economic & Environment related) of Cluster- villages will be set up in

the Panchakul premises in co- ordination with all concerned Departments

of both State and Central Govts, besides a few like-minded voluntary

organizations. The main objectives of this Resource Centre will be :

To propagate the importance of our TRADITIONAL KNOWLEDGE

SYSTEMS proposed and propounded by the great SEERS of remote past.

To propagate eco-friendly life style based on Yoga and Ayurveda

principles and philosophy i.e., to inculcate BRAAHMA culture as a way

of life through its application in all the four aspects of life - ahara,

vihara, vyavahara & vichara.

To propagate Vedic way of life that includes Sandhya-Agnihotra,

Yogabhyasa, Vegetarianism, meticulous following of Dinacharya,

Rutucharya etc. as per the recommendations of Ayurvedic texts and other

Vedic scriptures.

Inspiring scientifically oriented modern lines to know the importance /

significance of Traditional customs and systems like Panchagavya and

Indian Cow. Measuring the importance of chanting of Vedas

scientifically (effect on Panchakosha).

To propagate Indian Traditional Knowledge by conducting camps,

workshops, seminars, conferences etc, and also through periodicals,

books, AIR, TV channels and other mass media.

To reestablish Varnashrama Dharma or categorization based on qualities

and action (e.g. Kulaguru parampara). Bringing Vedic culture to every

one’s door step irrespective of caste and creed and thus making VEDAS

as harmonizing factor for all beliefs and sects.

5. GURUKUL : This is most important aspect of Panchakul project which

provides free education and vocational training to rural kids of the State

of UP in general and those of surrounding Cluster- villages in specific.

Gurukul in the sense Traditional pedagogy and modern subjects

according to the requirement of current times. Practical learning of

Agriculture and various Artisans will be main subjects in the Gurukul to

create Wealth in rural areas through these activities. If we look at the

history, Artisans and Farmers were the richest communities until the

arrival of East India Co. (according to Angus Madison’s World Economic

Survey). Sanskrit Grammar, Computer, Physical Science & Meta

Sciences, mother- tongue will be included in the education. Five-faced

Comprehensive Education model (Pancha-Mukhi Shiksha) will be

applied. Those Five faces are Veda, Vigyana, Yoga, Krishi and Kala.

This Gurukulan will have Five shalas called Pathashala, Pakashala,

Prayogashala, Vyayamshala & Gowshala. Kids belonging to 108 villages

around the “Panchakul prakalp” will be selected for admission. The

purpose of this Gurukul is to empower these rural kids from surrounding

villages with Integrated education via Traditional pedagogy.

Required Infrastructure & estimated cost :-

1) Fencing for 5 acres  (~4 lakhs)

2) Digging a Well & water pumping  (~5 lakhs)

3) Yagyashala (~4 lakhs)

4) Assembly hall & Office (~15 lakhs)

5) Prayogashala (~7 lakhs)

6) Acharya niwas - 6 cottages (~10 lakhs each)

7) Library (~5 lakhs)

8) Pathashala - 6 cottages (~3 lakhs each)

9) Dining hall & Pakashala (~15 lakhs)

10) Guest cottages (~10 lakhs)

(Approximate recurring expenditure per year .. ~12 lakhs)

Similar estimates will be prepared for other FOUR components of PanchaKul as

per the conditions and availability of local resources.

Our plan will be to set up such model Panchakul Centres at the Block-level

initially which can be gradually replicated at Gram Panchayat level, which will

in-turn be connected with KVKs - Krishi Vigyan Kendra (already functioning at

District level in the ICAR network of Ministry of Agriculture & Farmers

Welfare – GoI) through the proposed AYUSH Vigyan Kendras (AVKs)

functioning at the Block level. This will cater to the needs of every Producer

(farmer, gopalak & artisan) in each village to raise their income by at least 4-

fold within 3-4 years time, that in turn will be a major contribution in

multiplying the GDP of the region in the stipulated 5 years target duration.
