The SC judgement will be of great help in the drafting of 2nd PIL related to 'Freeing the Gauchar land from illegal encroachments at the village / panchayat level and Formation of Gauchar Vikas Board in each State for the systematic development of these Grazing lands'.
There are live examples of the effective implementation of the Hon'ble SC orders in the states of Haryana, Gujarat and Punjab.
It is inevitable to clear the grazing lands from illegal encroachments for the effective implementation of Cattle conservation and Breed improvement.
This forms the main agenda of Delhi national conference in Sirifort Auditorium (South Delhi) from 19th to 21st May, 2013.
In view of the utmost importance of the Gauchar Bhumi and Common lands in the villages for serving our local livestock breeds - the whole process will help saving the livelihoods of the local marginal people and in conservation of the local cattle breeds.
Do we have a central nodal point where the Supreme Court Orders and the subsequent Orders are placed - and brief thematic notes are periodically made for us to understand ~and carry forward the message and (implementable) actions in other states & UTs?
We are very glad about possibilities of Gochar lands being restored. Simultaneously it also raises a few issues that should receive our immediate attention. on the subject of Gochars.
Overgrazing turns any good Gochars in to waste lands even in most favourable climates. In the past Gochar lands were very large and to avoid overgrazing cattle grazers were able to exercise their wisdom to switch grazing of cattle from one part of a gochar to another. By and large all our so called Gochars are practically wastelands. Even in highly used Pastures in modern times, 'Endophytes' present a problem to the agro-botanists to contend with on concerns about cattle health and productivity. To day Pasture management in itself is a highly developed discipline.
Therefore it is of great importance that a group of professionals with expertise in the management of the Gochars/Pastures should be available in different climate zones of our country to start working on practical strategies and training of rural manpower in handling of Gochars/Pastures.
